SCHOLARSHIP ELIGIBILITY
Generally, the applicant:

Must graduate high school on or before August 31 of the Scholarship deadline year

Must be working full-time toward a degree in a college, university or seminary which is fully accredited by its regional accrediting association

Must have established and maintained a satisfactory academic record (normally a "B" average)

Must confirm to at least one of the following requirements:
- Be an active member of the St. John Missionary Baptist Church Community of D’Lo Mississippi
- Be a resident of Simpson County in the State of Mississippi
- Be a High School graduate from the Simpson County School District
- Be a direct descendant of E.H. Cotton (Virgia's father)​
- Have a letter of recommendation from a member of the Virgia B. Palmer Scholarship Committee

SCHOLARSHIP RENEWAL
Scholarships are NOT automatically renewed. Scholarship recipients are expected to maintain a 2.5-point ("C+") average and continue involvement in church, community and extra-curricular activities to be eligible to continue receiving scholarship funding.

Scholarship recipients need not re-apply for the scholarship after each complete year of education

If a Scholarship recipient would like to apply for a renewal, simply submit an an official transcript at each semester-end is needed. Each spring, a member of the scholarship committee will also conduct a 15-minute phone/video interview to confirm involvement and academic success.
